The
assistant manager of People Dept, Philip Chung, has publicly told all the
staff in Taiwan by Email that“sunlight is the best preservative.〜陽光是最好的防腐劑〜” However, we prefer to quote “Sunlight is said to be the best of disinfectants.〜陽光是最好的消毒劑〜”(U.S. Supreme Court Judge, Louis Brandeis) This
phrase is often used in journalism. It means that shed light on wrongdoing and
that exposure will be enough to ignite transformation. It means that the best
way to root out corruption is to expose everything, to be transparent.
Over the years, the accounts of the SWC have never been exposed to the sunlight and are
still being held illegally by People Dept staff, which refuses to hand over the
books of SWC accounts to the Chairperson in compliance with local laws and
regulations. What's more, the SWC will ascertain the whereabouts of the large sums of money
deducted from employees' salaries in the past years! Who is actually managing and approving the publication of false SWC accounts posted on the company's "GroupWise" intranet?
We were reminded of this phrase last year. Put another
way, if there are real problems between company members and People Dept,
bringing those problems to the attention of HK head office, is the best way to get
them addressed. We made the point that the approach to ensure to continue a
good labour-management relationship is for both parties to be totally honest
and forthright about how things are going.
Curious to know more about Philip Chung's views, who was an early and vocal advocate of transparency in SWC, and disappointed to learn that he never made a contribution to the transparency of SWC financial accounts he suggested last year. We went looking for detailed statements he might have made on transparency from earlier in his petition. He had not yet joined the fight against corruption because he deliberately covered up the facts.
Now we have to try a little sunlight!To be effective, knowledge of the facts must be actually brought home to all Taiwanese society, and this can best be done by requiring the facts to be stated in every notice, circular, letter, and advertisement.
The following is in accordance
with the official document of the Taipei municipal government.
1. According to the mayor's office to accept Case No. S10-1101020-00001, and reply to the CX Staff Welfare Committee.
2. In accordance with the legislative spirit of the
Employee Welfare Fund Act, all employees have the right to enjoy employee
benefits equally. After the relevant annual activity plan and the use of income
and expenditure content are adopted by the Staff Welfare Committee, all
employees shall also be informed by means of "announcement" to
protect the rights and interests of employees. After checking the second proposal
of the 10th extraordinary meeting of the 10th Session of the CX Staff Welfare Committee
on Oct.18,2021, the meeting minutes of the discussion proposal, it has been
decided to set the SWC blog website as public. The company should provide
necessary assistance.
3. In
addition, in accordance with Article 3 of the Enforcement Rules of the Employee
Welfare Fund Act, the company should submit monthly salaries and fringe
benefits calculation sheets, monthly wages reports, monthly operational incomes, or administrative fees, and other incomes
reports, etc. These should be sent to the SWC for examination and reference,
and your company should handle them in compliance with the above regulations.
